Linking certainly still matters, and the proper linking form matters even more!
Having invested considerable time to search out high authority sites take just a bit more time and trouble to maximize your efforts. When possible, and especially when invited, make use of anchors with contextual links.
Obtaining a PR4 link with relevant keywords as anchor text is MUCH more valuable for ranking than just a signature link to an un-related username.
Even Nofollow links from blogs like this one offer some benefit when properly anchored with text!

Thanks for this one, web design guy. I'd been reading through all the comments thinking the same thing...where's the mention of internal linking structures. While building external links is obviously an important factor, don't overlook your own back yard. If you've not set up an extensive, yet easy to navigate internal linking structure, you're shooting yourself in the foot before you've even left the front door.

Linking is still key, but if you were to spend the same amount of time on building better content then you can also get better rankings.

I agree, I think link building is very important but even more important is to develop an on going relationship with your customers / readers / members and provide valuable information which in turn gets other related sites linking to you. One of my sites has over 700 backlinks but Google only shows 30. Any ideas why this is?

Yes it's not just about how many backlinks you have but how many from relevant content pages and high PR pages.
It's not the same to have 700 links from PR0, PR1 vs. PR3 or PR4.

Link building does have a major part to play. I have seen some websites with no backlinks yet still in the top 20. Still very confusing.
I am sure google will change their algorithm soon because I dont think that google always shows the relevant search results and this needs to change.

Hello, I don't agree regarding google having to change the serps. At least not as soon as you say. I believe that for 2 or more years it will still be the same. Maybe a few minor changes but not that significant.
