Link building is one of the key factors for getting you ranked highly in the search engines, but only 1 of a few factors.
Age of the domain, content, anchor text are just a few more factors.
Website Design Links
I believe you have also take into account the value of the internal links of a website, as they pay a integral role in the rankings as well
dont forget on page factors
Linking is still key, but if you were to spend the same amount of time on building better content then you can also get better rankings.

Relevence
I agree, I think link building is very important but even more important is to develop an on going relationship with your customers / readers / members and provide valuable information which in turn gets other related sites linking to you. I think the importance of getting relevant links purely to help people is the most powerful.

Link building is still the most important factor for promoting a site. But I think now a days Google is not giving so much importance to links.

Link building is an essential element of SEO and the links need to have excellent anchor text and come from pages that are relevant to the linked page. Deep to specific related bages is better than links to the home page. We are optimising for the term epos which is very competitive and link building is one of the areas we need to focus on.
Deep linking
For your specific term (epos), target relevant links to the specific page you are targeting it with. That's (one of) the points of 'deep linking' - directing link power to where it will do the most good

Google may change the rules to calculate the backlinks but importance of the backlinks can never be change. now google is giving importance to relevant backlinks.
